One of the businesses hit with the largest fine was Tobacco Discount, located in Southwest Virginia's Gate City. VDACS inspectors identified 36 impermissible products in the store, with 27 of them containing a concentration of intoxicating THC above the legal limit of 0.3%. Some products also contained synthetic forms of THC or had labels resembling popular snack brands, raising concerns about misleading packaging.


These violations ranged from paperwork, labeling, and ingredient issues to the presence of insects in certain areas of the store. The total fines assessed on Tobacco Discount amounted to $97,500. VDACS has warned that if the same violations are found in future inspections, the civil penalties will increase.
