Virginia Medical Marijuana Sales Reach $30 Million in Just Two Months

Virginia’s medical marijuana program is showing strong momentum. According to the Virginia Cannabis Control Authority (CCA), in July and August 2025 alone, medical marijuana sales totaled $30 million. These sales were captured through the state’s new seed-to-sale tracking system, Metrc, which launched this summer to bring transparency and accountability to Virginia’s growing medical marijuana market.


While these numbers point to rapid growth, they also highlight the reality that medical marijuana is the only legal option in Virginia. While recreational possession is legal in Virginia, the retail market has not yet launched, so the only way to legally purchase marijuana is with a valid medical marijuana card at licensed dispensaries.


Strong Sales, Growing Patient Demand

The new Metrc system provides a clear look into how Virginia’s medical marijuana market is performing. In just two months:

  • $29.9 million in sales were recorded statewide.

  • 256,432 total transactions took place between dispensaries and patients.

  • 17,786 marijuana plants were harvested by licensed cultivators.

  • 47% of sales came from marijuana flower, 32% from concentrates (such as vape cartridges and tinctures), 15% from edibles, and about 5% from trim or shake.


These numbers show that marijuana flower continues to be the most popular choice for Virginia patients, while edibles and other processed products are also gaining traction.


Why a Medical Card Is Still Essential

Even though Virginia law allows adults to legally possess small amounts of marijuana, the recreational retail market has not yet launched. That means there is currently no way to legally buy marijuana for non-medical use.


For now, the only legal way to purchase marijuana in Virginia is with a medical marijuana card at licensed dispensaries. Patients with a card can access regulated products that are lab-tested, consistent, and available in a variety of forms.


That means patients must:

  1. Meet with a licensed medical provider

  2. Receive a recommendation if the provider believes marijuana could help manage their condition

There are several reasons for the elevated prices:

  • Limited supply chain: The program is still in its early stages, and the supply chain is limited.

  • Operational dispensaries: Only a small number of licensed cultivators and dispensaries are operational.

  • Regulatory requirements: Regulatory requirements, including testing and compliance costs, are built into retail pricing.


While this has been frustrating for some patients, experts and regulators emphasize that these issues are common in new medical marijuana markets and should improve as the program matures. 


Why Prices Should Decrease Over Time

There are reasons to believe that prices will stabilize and eventually decrease:

  • More cultivators and dispensaries are expected to come, which will increase supply and competition.

  • Economies of scale will reduce production and compliance costs as operations expand.

  • State oversight through Metrc allows the CCA to monitor trends and adjust regulations to improve efficiency and fairness.

  • Transparency tools, like a public dashboard that is currently under development, may help patients compare availability and make informed purchasing decisions.


As Virginia’s program matures, patients should see greater variety, more accessibility, and more competitive pricing.
