Is Virginia’s Marijuana Retail Market Coming Soon? Here’s What You Need to Know

Virginia has legalized marijuana for adults, but there’s a catch: you still can’t purchase marijuana from Virginia dispensaries without a medical card. While lawmakers are building the framework for a recreational retail market, the reality is that dispensaries remain medical-only for the foreseeable future. And even once adult-use sales arrive, having a medical marijuana card will continue to offer major benefits.

You Can’t Access Dispensaries Without a Medical Card

As of today, recreational users cannot shop at dispensaries in Virginia. The state allows adults 21 and older to possess up to one ounce of marijuana, grow up to four plants at home, and share small amounts privately, but retail sales to non-patients are not legal.

Lawmakers have set a roadmap for adult-use sales, but licenses for recreational dispensaries will not be issued until late 2025, and stores will not open before May 2026. Virginians will have to wait at least a year before recreational marijuana dispensaries become a reality.

The only way to legally purchase marijuana from a dispensary right now is with a medical card. If you don’t have one, you cannot walk into a dispensary and buy products.

Why a Medical Card Still Matters, Even After Recreational Sales Begin

Some people assume that because recreational sales are on the horizon, a medical card isn’t worth it. In reality, patients who get their medical card now enjoy benefits that others can’t:

  • Access now: Medical cardholders can shop at dispensaries today, while recreational customers must wait until at least 2026.

  • Lower costs: Recreational marijuana will likely carry higher taxes, so patients with a medical card typically save money.

  • Legal protections: A medical card provides certain protections and patient rights that recreational status alone does not.

For patients who rely on marijuana as part of their treatment, these benefits will remain important well after the retail market opens.

The Bottom Line

Virginia’s retail marijuana market is coming, but it’s still at least a year away. Until then, the only way to access marijuana dispensaries is with a medical card. And even once recreational sales begin, cardholders will continue to enjoy lower costs and stronger legal protections.
